This Report provides policy and practical guidance with regard to GNSS on organizational and financial aspects. It also contains observations specifically relevant to FANS (II) Options 4 and 5, and the role of ICAO. The Report moreover contains the related Panel recommendations on: guarantees of servicing and repayment of loans; cooperation among States in cost recovery; financial imperatives for accelerating the amendment procedures for regional air navigation plans; allocation of GNSS costs attributable to civil aviation among user States; and the role of ICAO in financial and administrative aspects of GNSS implementation.
