ICAO Guidance for Safe Operations Involving Aeroplane Cargo Compartments (Doc 10102), 1st edition 2020

Provides guidance on implementing Standards and Recommended Practices (SARPs) contained in Chapter 15 to Annex 6 Part I — International Commercial Air Transport — Aeroplanes that require States to ensure operators establish policy and procedures for the transport of items in the cargo compartment, including the conduct of a specific safety risk assessment. The SARPs establish the responsibility of operators to fully understand the risks associated with any items transported in the cargo compartments of aeroplanes and identify the need for Type Certificate (TC) holders, Supplementary Type Certificate (STC) holders, and the original equipment manufacturers (OEM) to provide the necessary information on relevant aircraft systems and additional equipment to operators for them to adequately asses the risk.

Provides guidance on how an operator may consider each factor required to be considered in its risk assessment, including the hazards associated with the items to be transported, operational considerations, the capabilities of the aeroplane and its systems, and the safety of the supply chain for items to be transported. It provides guidance to design approval holders for defining and operators for understanding the capabilities of the aeroplane and its systems. Finally, it provides guidance to civil aviation authorities in ensuring regulatory compliance with the requirements. Effective implementation of the SARPs using the guidance provides operational flexibility and forms the framework for a proactive, self-correcting and continually improving safety system.
